If so, can you create ice sculptures, ice tools, etc. with the spell (with a successful craft check, of course)?

No. It can only create liquid water in a container.

Spell description says "This spell generates wholesome, drinkable water, just like clean rain water" As you can't drink Ice, if I were the DM, I would say no. But I would allow it if you combined it with the metamagic feat Elemental Spell (cold). Then either a craft or spellcraft check. I am a nice DM so which ever is higher.

Or you could create water and spam it with the cantrip ray of frost till frozen. Heck that is probably how they make Ice boxes and ice cubes in a DND setting. . .

Not directly, but if the water is created in an area of freezing temperatures, it will naturally become ice.

If it takes an hour or longer to freeze though, it will vanish before it can.

I thought that PF's Create Water lasted for 24 hours.
