Just doing some spell browsing and wondering if a creature restrained by Ensnaring Strike loses his ability to cast spells using a Somatic Component?

My guess is the DM gets to decide and maybe makes it based on an additional roll?

No.

The Ensnaring Strike spell apply the restrained condition, like many other spells. The restrained condition, found in p. 292 of the PHB, doesn't say anything like that. If only for the logic, if a restrained creature can attack, it can also cast a spell with somatic components, witch only requires a free hand.
