Give me some suggestions for some silliness, nothing Pun Pun level or anything like that but powerful optimization is on the table.

I can't have more than 3 HD to start and I can't be chaotic evil

the only things outright banned are vow of poverty and the feral template

If nothing except Vow of Poverty and Feral are banned. Then why don't you make a Tristalt character?

Why not a Psion/lots of psionic prcs//Wizard/lots of wizard prcs//Cleric/lots of cleric prcs?
And take trallherd for attracting even more tristalts.
Alternatively play someone who fused with a truename garbler(or have a small one as a symbiote) then go truenamer/ur priest and fling around infinitely buffed true-name abilities(and so make your opponent need to beat infinity to save and do funny stuff like having an object based on the level of the ability you use for creating infinities everywhere).
Getting a creature that is utter awesomeness as a symbiont is really cool(there is a template for doing that).

Phrenic (+2) is a really good start.

Primordial Half-Giant (+1)

Divine Minion of Anhur (+1) if you want fast wild shape & Outsider type.

Half-Fey (+2) is often considered really good.

Starting out you'll be able to take the form of a lion, and any medium or large humanoid, giant, and monstrous humanoid of up to 14 HD. That means you can turn into a Cave Troll or a War Troll (MM3) or a Bladerager Troll (MM5) all day, every day. You can Wild Shape at will as a free action, and "Each time you use wild shape, you regain lost hit points as if you had rested for a night."

Keep taking Master of Many Forms until you have seven levels of it, so you'll get your form's extraordinary special qualities (Fast Healing, Regeneration, Scent, Darkvision, SR, DR/metal type, etc.), then take four levels of Warshaper (CW), then probably pick up Warblade or Swordsage or similar.

This seems cool but I don't understand why the Quasilycanthrope is necessary. I would say it's also kind of questionable as the requirement for Master of Many forms says "Wild Shape Class Feature" and you don't have the wild shape class feature, you have a non-class based ability called wild shape.
