So let's assume something (like a spell or power or watever that's used as SLA or so) has no (as opposed to the more generous "doesn't require any" or so that exists in at least one case or the very general "The character may cast spells without any material components" from the Ignore Material Component Epic feat) material and/or EXP components ...

... how reasonable is it to rule that optional and/or variable spell (or power or whatever) aspects of that spell, that are based on using those (to grant some somewhat more advanced options forthe spell, as it is the case for things like Miracle, or to actually use the spells functions at all, as it is the case with things like True Creation), don't work?

Well True Creation wouldn't work at all...
As to Miracle and other similar effects: I think it is fair to say the higher order effects don't work, price not paid, optional effect not activated

I do the same ruling for Ice Assassin or Simulacra, The material component is the target of the spell, no material component no Icy Illusion of a creature.
