This looks more like a fighter fix with racial adjustments. Also the way Exemplar is described from the flavor is the justification on why people use a character class in relation to everything else in the game.

I really,really dislike the 3rd level "everyone in the world has heard of you" feature. You're third level. At most you've what, saved a village from a manticore? There's no reason that every person on earth should have heard of you so long as you pass a DC 8 check

While I agree that DC 8 is rather low that is hardly what the feature does...
