Ok I bought a book called Gurps Supers 2nd edition, and I have to ask, how do things like skills and Str work in this game? I read the book but it doesn't really tell, am I missing a book or something?

You have a supplement, you'll need the basic set to play it.

You can download GURPS Lite for free, iirc.

Also, most GURPS settings books have enough fluff to use them in whatever other system you happen to be more familiar with.

Also. The GURPS Basic Set is called GURPS: Basic Set. Still, lite is free, and most later books come with GURPS lite included. However, I believe the current edition is 4th edition if you're interested in the more current stuff. There's not that much difference, but there is some.
