I've been working on a style of maneuvers meant for a set of gunslinger classes, combining maneuvers with gun combat in a variety of ways, with the intent of making basically a separate (but similar) system, so that one familiar with one would be familiar with another. But I've got a pretty big question:

What are reasonable bonuses at each of the maneuver levels? Is having a first level spell that operates as a single-round pounce for two one-handed guns, but only if your opponent is flat-footed too good? Not good enough? Advice, please.

Ummm... pounce isn't very good on ranged builds.
charging into melee to fight with ranged kinda defeats the utility of ranged attacks

Maybe he just means an ability that lets them move and get a full attack in the same round, not necessarily pouncing in the literal sense.

In which case: does it require ALL enemies to be flat footed? It'd be fairly weak then, as a maneuver known.
in fact requiring flatfooted makes it kinda weak.

Consider rather limiting the distance of the move to either a fixed range (10') or as a proportion of base speed, or as the result of a skill check (with tumble or similar)
or possibly a "move up to 5' with each attack" sort of deal.
