Is there any information on the idea of buying feats? An approximate price? Or is it potentially wildly variable depending on the feat and the character buying it?

My overall thought was to come up with some kind of price and try to tie it into being trained, possibly involving having to complete a quest of some type to gain access to the training.

Some magical locations grant access to feats and there's a treasure equivalent listed on those.

Depends on the feat.

Also some items grant feats (like the forge of thautam)

Arms and equipment guide has a rough guideline on this in a sidebar on p. 128, placing the rough guideline cost at 10.000 gp (plus 5000 gp per prerequesite feats); but makes it clear that it's a "fuzzy area". Trading one existing feat for another can be done via the Embrace/Shun the dark chaos spells, which by raw costs around 4.900 gp to pay for the spellcasting, or 8500 for 2 scrolls.

For existing options, I have made a list (http://www.giantitp.com/forums/showthread.php?400840-List-of-Feat-Granting-Items-Locations-Grafts) you might find interesting. There is also Nijineko's guide on minmax (wayback link (https://web.archive.org/web/20170108045614/http://www.minmaxboards.com/index.php?topic=4099.0), which has a slightly different inclusion criteria.

Other than the Custom Characters ruleset (http://www.easydamus.com/CustomCharacters.html) I don't know of any way. Though this can be easily incorporated into any game to give characters more options, if they are willing to take the time, effort and willing to pay the price (Experience and Gold cost).

Are there specific feats you are looking for? Between existing items/locations/classes/grafts granting feats and, if allowed, flaws, it's often possible to get many more feat with a touch of system mastery.

In general, that 10,000 estimate from a 3.0 source is the only official estimate of generalizing such a process.

E6 has a very nice price for feats

5000 XP from level 6 onwards...

But then again, you no longer level up past 6th character level.

It's honestly just an idea I have been considering so there aren't any particular ones. Just wondering if there was any kind of framework or generally agreed upon ideas on the subject.

You could institute this in any game. If I'm playing a Fighter going to a non-feat level, I'd gladly give up experience to buy a feat. It's not unreasonable to think that some of the experience a fighter earned is not embodied in his overall level rising, but in a particular feat.
