So my friend really wants to make a teddy bard. Like an actual bear bard. I know that'd be part bard part druid, and I was thinking it's be college of valor and circle of the moon. But honestly I'm not entirely sure how to go about it to make it work well, so any ideas are appreciated.

Where does the campaign lie on the silliness-seriousness scale? At one end, just refluff orc or half-orc to be a talking bear and replace orcish with some other language. At the other end, the shifter race from the eberron ua might work.

The backstory can be that the character is an actual bear that had the awakened spell cast on it. If you went with the orc option, the other language learned by the bear could be related to the spellcaster that cast awakened. Also, add the keen smell trait bears have or replace the language with it.

It's not perfect, but check out this third party race

Either of those could give you a good base to work with

Just make a normal bard character but have them start the campaign as a were bear. That's the most simple fix

Not the most optimal race for bard (who gives a damn?) but a Beasthide Shifter could have bearlike features even while not shifting.
