These sound pretty good. They're like the good ol' feats of 3rd edition, but without being horribly restrictive.

However, I'd want to know what the intended mechanic for obtaining these is before I consider dropping money on it. From their relatively small benefits, I assume they aren't feats.

I reckon they'd be little things the DM can allow, or give out for completion of sub/sidequests.
Instead of having to go straight for a 'full' feat, they give out small things that make sense for the character. Or allow one to spend downtime training to gain a talent instead of a skill.

No, its DM's Guild material. If this was official, it most likely wouldn't be called Character Options: Talents, as Talents are the Psionic equivalent of Cantrips.

It's good stuff. By the book, the progression is 1 at 1st, 3rd, 6th, 9th, 12th, 15th, & 18th. But of course the Dm can decide when to allow them.
