If one was to accquire an Achaierai as a reward from a powerful wizard using an epic spell to create one from scratch, only its lawful neutral...

Would one be able to ride it as a mount? it does not possess the culture, or specific knowledge of a normal achaierai due to the nature of its creation. so basically, you have an achaierai, but its a blank slate and has a malleable mind after being created, and is lawful neutral.

its technically an outsider, but would you still be able to ride one in some way?

Assuming it's at least one size category above you, and it has the strength to carry you, you can use it as a mount. Considering that bats and birds have both shown to be viable mounts, it seems getting an appropriate saddle shouldn't be too hard.

As additional info/a warning: using the Ride skill with intelligent creatures sometimes can get a bit messy.

But in general terms of carrying you around, it shouldn't be a problem.
