Here's a set of teamwork feats that allow characters to form a coven. A coven is a group of three (or more) spellcasters that share similar alignments and work together for benevolent or fell purposes. There are a few criteria for functioning covens:

1) Each coven member must possess at least one [Coven] feat.

2) All spellcasters in a coven must share the same moral alignment (good or evil). Covens draw specifically upon the powers of either white or black magic and therefore neutral characters cannot take the coven feats.

3) A coven must meet at least once a month at a portentous time (e.g. at midnight under a new or full moon). A coven member that fails to attend loses all the benefits of coven membership until they attend the next meeting. If there are fewer than 3 coven members at a meeting, all members of that coven lose the feat benefits until the next meeting.

Coven membership grants several powerful benefits, as follows:

Coven Caster Level
A coven has a coven caster level, which varies according to the number of coven members present and is used to determine benefits gained through coven crafting, coven skills, and coven spell-like abilities as described below. A coven's caster level for an effect is equal to the highest caster level among involved coven members, +1 for each other coven member involved (to the maximum allowed by the involved coven members' [Coven] feats).

Coven Crafting
While at least three coven members are participating in the creation of a magic item, they gain the benefits of item creation feats according to their coven caster level as described below. Furthermore, they ignore all prerequisites (other than caster level and item creation feats) for crafting that item, and may use their coven caster level (or lower) when determining the caster level of the item.

Coven Caster Level

3+

5+

Coven Skills
While at least three coven members are within 15 feet of each other, they gain a bonus on Craft, Heal, Knowledge, Sense Motive, and Spellcraft checks equal to one-half their coven caster level. Good-aligned covens also gain this bonus on Diplomacy checks, and evil-aligned covens gain this bonus on Intimidate checks.

Coven Spell-Like Abilities
A coven gains several spell-like abilities according to their coven caster level, as described below. To use a coven spell-like ability, at least three coven members must be within 15 feet of each other and each must use a full-round action (or the casting time of the duplicated spell, whichever is greater). If a coven spell-like ability duplicates a spell with an expensive material or focus component, one of the involved members must provide that component. If a coven spell-like ability duplicates a spell with an XP cost, that XP cost is divided evenly amongst all participating coven members. Unless otherwise noted, an ability is usable once per day. Caster level equals the coven caster level. Save DC equals 10 plus one-half the coven caster level plus the level of the duplicated spell.

Now for the actual feats! In spite of the feminine terminology they may be taken by non-female characters.

Coven Maiden [Coven] [Teamwork]
You are among the newest members of your coven.

Prerequisites
Good or evil alignment, caster level 1st, Cha 12.

Benefits
You are a member of a coven.

Special
Your coven's caster level may not exceed 5, unless other involved coven members have better [Coven] feats.

Coven Mother [Coven] [Teamwork]
You are a respected member of your coven.

Prerequisites
Good or evil alignment, Coven Maiden, caster level 6th, and Int 12 or middle-aged age category.

Benefits
Your coven's maximum caster level increases to 10 (or higher if other involved coven members have better [Coven] feats).

Coven Crone [Coven] [Teamwork]
You are a senior member of your coven.

Prerequisites
Good or evil alignment, Coven Maiden, Coven Mother, caster level 9th, and Wis 12 or old age category.

Coven Leader [Coven] [Teamwork]
You are the leader of your coven.

Prerequisites
Good or evil alignment, Coven Crone, Coven Maiden, Coven Mother, caster level 12th, and either all mental ability scores 14 or venerable age category.

Benefits
There is no maximum limit to your coven's caster level.

You gain a bonus to your caster level according to the total size of your coven (not just those within 15 feet), as shown below. When determining your coven's caster level, use this bonus or the number of other involved coven members within 15 feet, whichever is greater.

So, if I take a party of fullcasters, and we all take these feats, we get +2 to our mental stats and +3 caster level?

How powerful do you want these to be? Because that's powerful. Really powerful.

Yep! Though unless you're a Favoured Soul or other MAD caster you really only care about the bonus to your primary casting stat. The +1 caster levels from subsequent feats can be compared to Spell Penetration - 1/2 the effect but applies to everything rather than just SR checks.

The trade-off of course is that all three PCs have to be spellcasters willing to devote their builds to the feats (generally sacrificing other options like metamagic or item creation if you take all 3 of the first feats). Plus of course the age requirements entail increasing severe physical ability score penalties.

The only truly abusive option is a party of 3 sorcerers that only bother to take Coven Maiden...

Anyone who can negate the physical penalties of Venerable can abuse this.

First thought: Dragonwrought Kobold, because Kobold is objectively the best race forever.

Honestly, though, I don't see much value from these other than abuse. They're kinda ... flavorless.

=====

Maybe do something more like a Teamwork bonus (from PHB2)?

Keep the Coven flavor by giving two benefits:
- One character-specific benefit based on age category (Mother, Maiden, Crone); and
- One party-wide benefit which somehow shaped their spellcasting (e.g. a bonus when casting a spell of one specific school, or with one particular descriptor).

If the DM allows it, sure there are ways around the prereqs. However I assume most wouldn't (besides, there are even more broken options for Dragonwroughts as you say :D).

However I adore your suggestion - wish I had thought to use the teamwork mechanic! A very elegant alternative.

I agree with Nifft on the lack of flavor point. Maybe try checking out hag covens in Pathfinder and use that as a basis; spellcasters coming together to use spells they normally can't? Communing purely for statistics bonuses seems like an awful waste of a potentially cool and flavorful ability.

I'll have a rethink then - maybe SLA's or bonus item creation feats are in order when the coven works together.

Right, I've reworked them entirely. Many powerful benefits, but they're increasingly difficult to obtain (even if your whole party agrees to build around the prereqs).
