The purpose of all this is because I have a bard with a Lyre of Building, but I was looking for magic ways to get materials to work with. The wall of stone/iron spells exist, and I may just shoot to get them in a staff or wand, but at their others I'm missing that create stuff that doesn't disappear? Oh, and create water, but that's iffy for building with

Fabricate + Eschew Materials should get you something from nothing.

Edit: Barring it costs less than 1 SP.

You could also use the Lyre to build a mine, then later use the lyre to use materials from the mine to build whatever you'd like.

Alternatively, if you had some way to freeze water, and keep it frozen, you could literally create an ice castle while performing an acoustic cover of "Let it Go". Decanter of Endless water provides infinite building materials.

The Lyre o' B. explicitly generates a set amount of Labor which could arguably dovetail into the Downtime rules.

Using the Downtime rules one could theoretically convert that labor into the other Downtime resources for building.

Obsidian Flow (www.d20pfsrd.com/magic/all-spells/o/obsidian-flow/) = turn dirt or stone or what have you into obsidian. Quite a lot of obsidian even if it is only one inch deep. You'd need access to Stone Shape and for Stone Shape to work with it to get it into a usable form, though, as I don't believe the Lyre of Building is able to achieve anything like that.

Expeditious Construction (www.d20pfsrd.com/magic/all-spells/e/expeditious-construction) = packed earth or shaped but mortarless stone, in a fair quantity.

Rampart (www.d20pfsrd.com/magic/all-spells/r/rampart) gets you a wall of both earth and stone.

Clashing Rocks (http://www.d20pfsrd.com/magic/all-spells/c/clashing-rocks/) creates a buttload of dirt and rock.

Ice Slick (www.d20pfsrd.com/magic/all-spells/i/ice-slick/) and Ice Spears (www.d20pfsrd.com/magic/all-spells/i/ice-spears/) both create and leave behind mundane ice. Mostly useful for stocking an icehouse in your situation I suppose.

Stone Discus (www.d20pfsrd.com/magic/all-spells/s/stone-discus/) creates permanent, non-magical stone that is able to bypass various forms of DR depending upon its CL, but isn't produced in quantities to be used in structures without serious magic item expenditure or simulacrum spam or the like.

Create Armaments (www.d20pfsrd.com/magic/all-spells/c/create-armaments/), if combined with Blood Money or False Focus could produce items made from solid gold for free. Might need other infrastructure to get streets paved with gold or what have you, though.

Transfiguring Touch (www.d20pfsrd.com/magic/all-spells/s/transfiguring-touch/), again, if combined with B.Money or F.Focus allows turning shaped clay into iron. At CL 14+, you can do your own lead sheeting for your dungeon/base/whathaveyou.

The spell Silver Darts (http://www.d20pfsrd.com/magic/all-spells/s/silver-darts/) creates permanent something though it's likely shrapnelly after the spell ends.

Acidic Spray (http://www.d20pfsrd.com/magic/all-spells/a/acidic-spray) makes acid. It sticks around. What that actually means is well into GM territory.

Corrosive Touch (http://www.d20pfsrd.com/magic/all-spells/c/corrosive-touch/) also literally creates something acidic. Exactly what that means is a bit of a headache if you poke at it.

Beanstalk (http://www.d20pfsrd.com/magic/all-spells/b/beanstalk) will give you all the compost you could want, which is mostly useful for terraforming as far as I can figure.

Climbing Beanstalk (http://www.d20pfsrd.com/magic/all-spells/c/climbing-beanstalk/) creates both a ladder and permanent food-producing plants. Beans are a trade good worth 2 cp to the pound (http://www.d20pfsrd.com/equipment/goods-and-services/ue-more-gear-4/#table-foods-spices), but you'd have to do some research to find out at what rate bean plants yield stuff.

Enhance Water (http://www.d20pfsrd.com/magic/all-spells/e/enhance-water) can give you anything that's an alcoholic beverage, including things like traditional kefir, and all you need is water, which is easy to get, permanently or not.

Burst of Nettles (http://www.d20pfsrd.com/magic/all-spells/b/burst-of-nettles) may or may not create nettles permanently, it's in a sort of odd place Conjuration-wise as it lacks one of the required subschools.

Dust of Twilight (http://www.d20pfsrd.com/magic/all-spells/d/dust-of-twilight) is another odd-ball Conjuration spell that may or may not permanently create something.

Waves of Blood (www.d20pfsrd.com/magic/all-spells/w/waves-of-blood) may or may not permanently create blood, depending upon how your GM reads it.

Caustic Eruption (http://www.d20pfsrd.com/magic/all-spells/c/caustic-eruption) may or may not permanently create acid, depending upon GM reading.

Conjure Deadfall (http://www.d20pfsrd.com/magic/all-spells/c/conjure-deadfall/) makes a big block of metal and spikes that exists so long as it doesn't strike the ground or do damage.

Continual Flame (http://www.d20pfsrd.com/magic/all-spells/c/continual-flame/) is immaterial but does make an endless light source

Create Food and Water is semi-permanent, I suppose.

Fabricate Bullets (http://www.d20pfsrd.com/magic/all-spells/f/fabricate-bullets) is the cheapest way to make bullets for firearms, though someone with Gunsmithing can pump them out faster without an at-will magic item or the like.

Mighty Fist of the Earth (http://www.d20pfsrd.com/magic/all-spells/m/mighty-fist-of-the-earth), Mudball (http://www.d20pfsrd.com/magic/all-spells/m/mudball), Tarball, and Snowball all create permanent projectiles. Mighty Fist of the Earth may create more or less matter depending upon the caster's size at the time.

Molten Orb may be miscategorized as Evocation instead of Conjuration(Creation) going off of how the description reads.

Nauseating Dart (http://www.d20pfsrd.com/magic/all-spells/n/nauseating-dart) creates a permanent poisonous stinger, whatever that is.

Oasis (http://www.d20pfsrd.com/magic/all-spells/o/oasis) creates a natural spring that's permanent so long as it isn't destroyed by the surrounding environment. Although at the cost of any nearby springs. Which doesn't matter in a place with no springs.

There are a couple of ways to duplicate magical ammunition, such as Arrow Eruption (http://www.d20pfsrd.com/magic/all-spells/a/arrow-eruption) combined with Make Whole. Rain of Arrows (http://www.d20pfsrd.com/magic/all-spells/r/rain-of-arrows) allows material duplication, such as of golden arrows, where it doesn't matter if they lose structural integrity.

Itemwise you have the Flask of Endless Sake (http://www.archivesofnethys.com/MagicWondrousDisplay.aspx?FinalName=Flask%20of%20E ndless%20Sake), Decanter of Endless Water (www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/c-d/decanter-of-endless-water/), Bag of Everlasting Dung (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/a-b/bag-of-everlasting-dung/), Robe of Infinite Twine (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/r-z/robe-of-infinite-twine/), and that's all I can recall right now. I suppose the Robe of Darts makes long slivers of metal that stick around permanently.

Edit: Oh, yeah, and Fabricate can arguably be used to extract substances from other substances, such as the dirt, stone that has such low concentrations of it that traditional smelting isn't viable, even seawater or blood.
