Would it actually be easier to get access to the Time Dragon's (Dr359 pg37) superpowers than to actually use the Teleport Through Time (http://archive.wizards.com/default.asp?x=dnd/pg/20030409b&pf=true) spell? Or is there a better, easier option I am unaware of?

Teleport Through Time is easier.
Getting an eschew-materials scroll, for example

Psionics has Forced Dream, a 4th-level power that lets you rewind time if you screw something up. It forms the foundation of the Save Game Trick (see my sig); the SGT s basically an optimization exercise that lets you rewind far more time than the power can do on its own, letting you undo an entire day or more of adventuring even in the event of a complete party wipe.

Time Hop (http://www.d20srd.org/srd/psionic/powers/timeHop.htm) is also time travel, and only 3rd-level.

Arguably (and definitely not RAI), you could choose to manifest it at a lower manifester level (http://www.d20srd.org/srd/psionic/psionicPowersOverview.htm#manifesterLevel), said ML being some negative integer.

You can manifest a power at a lower manifester level than normal, but the manifester level must be high enough for you to manifest the power in question, and all level-dependent features must be based on the same manifester level.

What happens when someone 'hops forward -1 rounds in time', you ask? I'm not sure, but traveling backwards seems like a reasonable outcome.

The D&D version of the Create Time Gate spell from D20 Call of Cthulhu, might be worth looking at if you want time travel in the millions to billions of years.

"The ML must be high enough to manifest the power in question" clause prevents this. While RAW is fuzzy on that for spells, it's definitely not for psionics - since you cannot spend more on a power than its ML, you cannot manifest a power at any ML too low to actually pay its cost.

For example, if a power's base cost is 3 and I tried to manifest it at ML 0, I would be paying 3 more PP than its manifester level, which is not allowed.

Was just checking and found that the Time Dragon's Time Apotheosis ability, the ability it gets at Great Wyrm age and 99 HD, is an Ex ability. Meaning it would be retained if one were to build Effigy or Elder Eidolon Great Wyrm Time Dragons. At 99 HD it would be stupid expensive and is certainly not more accessible than Teleport Through Time but it was amusing enough to share.

Is snagging a Simulacrum of a Great Wyrm Time Dragon going to be any easier than casting Teleport Through Time?

As a DM, I would never ever let you eschew the material requirement for the flower.

Then just use Supernatural Spell or Ignore Material Components.
