Is there a way to create regular darkness, not magical darkness? As a litmus test, imagine a Way of the Shadow monk trying to use, Shadow Step. The ability says, "When you are in dim light or darkness, as a bonus action you can teleport up to 60 feet to an unoccupied space you can see that is also in dim light or darkness." The monk doesn't have the ability to see in magical darkness, so the ability would only work in regular darkness (or dim light). So let's assume the monk is fighting outside during the day and wants to use his teleport ability. Is there a way to create regular darkness?

How about a big umbrella?

Extinguishing or covering the light sources is the only thing that comes to mind. Maybe throwing a blanket over a torch?

Trees. Lots of trees.

Also: buildings, mountains, canyons, solar eclipses, the hours from dusk until dawn, and thick clouds.

Or a creature creating the shadow

I mean, anything that isn't specified as Bright Light™ is dim light. Under a canopy of trees, in a fog cloud, a room with no light sources beside a torchlit room...

Also, shoot the spellcasters then throw a tarp over them.

Use a blanket in a grapple and throw it over someone's head.

Grab the other guy's torch / glowing stone with light cast on it and throw it around a corner, down a well, or under a bucket.

Cast darkness up in the air and teleport into the dim light underneath.

Just look around and see how many things create a shadow that the monk can use. Creatures, tables, walls, trees, pillars, curtains, virtually any object that is not flat on the floor will cast a shadow that is at least dim light. All of those are possible targets to teleport to.

If you point a hooded lantern at something, it would cast a shadow you could use. Nifty way to teleport behind an enemy after flashing a lantern in their eyes.
