There a lot of templates that make you more intelligence. What about any that make it lesser? Does anyone know this.

The skeleton template makes you pretty stupid.

One of the Half-Ogre templates gives you -2 Int.

The Lost template in Magic of Incarnum comes with an Int penalty. I used it in a VC round.

half-golem template gives a -6 Int penalty. Beware that it is 3.0 material and the DR needs to be updated (to the 3.5 values of the golem types).

Mineral Warrior (http://archive.wizards.com/default.asp?x=dnd/ex/20031003e) gives -2 Int for some really decent benefits.

From my own experience, of templates that are actually worth it, - INT is more common than + INT.

There's Half-Minotaur, Feral, Half-ogre, Gheden, Skeleton, Zombie, just off the top of my head.

Normally, I'd link you to Uncle Kitty's Guide to Template Based Shenanigans, which has a section that specifically lists templates that do this (reduce INT), but due to the recent stuff that's been going on at minmaxboards, I can't. Once it's back up, though, you should check there. Remember that the colored stuff on there is third-party/not official, but the black stuff is (official).

Gelatinous sets int to 1. That's the lowest a nonmindless creature can go. Thus, it almost always is going to make it lesser.

The Arachnoid template doesn't only impose a penalty of -4, it completely removes the target's intelligence score if it is reduced to 0 or less this way.
