Bard/Arcane Trickster Rogue can be an excellent lore-master and spellcaster. Between loads of Expertise and a blend of Int/Cha third/full-caster, plus the enhanced Mage Hand shenanigans of the AT, you can operate as both party face and general buffer/debuffer, as well as having lore skills beyond compare and plenty of both in and out of combat utility.

14 Dex, 16 Int and 16 Cha is all you need for such a build (easily achieved with Half-Elf, Lightfoot Halfling, Forest Gnome, Tiefling or V.Human) though a little Wis goes a long way and Con shouldn't be neglected (obviously).

With point buu, I'd go Standard Human Arcane Trickster/Lore Bard with ST10, DX15, CO12, IN14, WI10, CH15. Should be fine.

Or Variant Human Arcane Trickster/Wizard with ST8, DX14, CO16, IN16, WI10, CH8.

It's a difficult combination. Rogue advances Sneak Attack. Rogue is ruled by Dex.

I'd suggest looking at Druid or Cleric because Wisdom is a good Stat for a Rogue. Druid allows for sneaking as an animal. Trickery Cleric can allow others to sneak with you and has a good spell list for Rogues.
