How do we calculate this character's attack bonus in this situation?

Character is:
Build: Factotum 8, Warblade 1
Attack Bonus: +15/+10

Assume that Cunning Surge requires a Swift Action to activate (unlike RAW's Standard Action) so as to avoid rules dysfunction.
Assume that every the character is super lucky and always hits and always deals exactly 10 damage for purpose of easy math.

Character's actions: Full Attack with Snap Kick, Cunning Surge, Maneuver with Snap Kick
Enemy HP: 49
Could he go for +13 +13 +8 +13 and after not dropping the enemy use a final Snap Kick at +11?
Or do all attacks have to be announced beforehand, resulting in +11 +11 +6 +11 +11?

I'd say the latter. You can't take a -2 on all attacks made that round if you have already made attacks that haven't taken the -2 penalty. Unless you can retroactively apply the penalty to already made attacks. But generally, you have to declare all things that are modifying the attack when the attack is made (the exception being taking a full attack, but that is A: explicitly called out and B: only effects upcoming attacks)

Agree with torrasqe. Consider two weapon fighting. You cannot attack with your main hand without penalty, then decide you wish to attack with your offhand and take -2 penalties from then onward. If you do not declare you are two weapon fighting from the start, you do not get to two weapon fight.
