He goes around finding people he doesn't like and casts forcecage on them. Next he casts a gate spell underneath the forcecage and dispels the forcecage causing the victim to fall into the gate. The gate takes the victim to Aborea where they spend the rest of their lives there due to Aborea's intense yearning feature.

Police: just this (hands over a broacher for an all expense paid luxury resort)

Why does he do that to people he doesn't like? What would his arch nemesis be? A completely mundane dwarven bureaucrat that sends people to Mechanus when they make a mistake filling out their forms?

I believe there is actually an item called the ring of bureaucratic wizardry.

The dwarfocrat would most likely be an abjuration wizard who uses spells like hold person, sleep, counter spell, geas, flesh to stone, maze, feeblemind, and resilient sphere. He torments his victims by trapping them into a demiplane of boredom (basically Mechnus).

He has no joy in life.so he sucks theirs away by making the Department.of.Legal.Adventurers.
Or DLA.sir sign this in triplicate i dont care wht written language you write it in ill be able to read it.
Dont mess up or you have to go back to the blue line and get the mundaneubus to give you a new form to start over. After you finish bring it to the green line where the all seeing denier may accept it or most likely deny it.
If he denies go to the blue line. If he accepts. Go to tge redline and defeat the minuteraur and try to get your time and sanity back before you exit.
