How would you handle a character that has a cloak of displacement and has cast sanctuary on themselves?
Would you roll at disadvantage to both the sanctuary save and the attack roll if the save passes?

First, make the save. This is done normally.

If passed, attack at disadvantage.

Thanks. I have a cleric with this cloak and never thought of that combo until now...

Sanctuary plus the Dodge action is one of the trademark abilities of a Cleric in heavy armor who's attempting to stand in the way of something. Even medium armor plus all that makes for a pretty effective hold-the-doorway-tactic vs a mob of creatures.

It's even better for Paladorcs of Devotion. Heavy Armor + Defense + Sanctuary + Dodge + Shield is the next-best thing to untouchable. See for example this thread, post #15: http://www.giantitp.com/forums/showthread.php?527941-Tank-build-contest! That mid-level devotion paladorc only has to spend 1 shield spell every five rounds against a Fire Giant; he takes only 1.8 HP of damage per round against that Fire Giant. In essence he can tank that giant "forever" while the ranged PCs kill it, and he's not even using Shield of Faith.

Cloak of Displacement is arguably the most cost-effective ("overpowered"?) magic item in the whole game.
