He is is based on Horace the Hushed. Probably going to be covered head to toe, no skin showing, in plate armour. He will also probably use a greatsword that I am fluffing as a great machete Any race, class, subclass, or other ideas are welcome and appreciated.

Well, normally people think "axe" when you say Executioner, but a big, awkward-looking heavy blade works.

I suggest either a fighter or one of the evil paladin oaths, maybe even Vengeance, depending on how you want to play him.

Champion Fighter with Great Weapon Fighting Style and eventually Mastery sounds pretty baseline. Variant Human gives you the ability to take Great Weapon Master at 1st level.

Not what you said initially, but a bare chested barbarian with a black mask and black pants may also fit the bill for you
