Need to build a villain NPC

I want to make a villainous NPC who has something of a genie obsession, how could I make his character build reflect that? Classes, feats, etc.?

The genie binder (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/e-h/genie-binder/) prestige class is what you are looking for. The prerequisites do some of the building for you. It requires minimum level 12 on your NPC. If you want a lower level villain, or for some reason your villain is nonevil you could use thedaivrat (http://www.d20pfsrd.com/classes/prestige-classes/other-paizo/c-d/daivrat/) prestige class. For a villain daivrat, just waive the alignment and peaceful contact requirement(although just because they are evil does not bar peaceful contact with a genie).

Hm... that works out nicely, the Genie Binder even gives him some capability I was about to just handwave as "plot." It does make him higher level than I initially envisioned him but eh, the PC's were gonna have to gain quite a few levels anyways, what's a few more?
