Is there any rules for what happens mechanically if a character losing their arm, eye, leg, etc?

I searched the PHB but I couldn't find anything, is there a sage advice or a paragraph in the DMG that has the rules for limb lose?

(The only reason I'm asking about this is because I want to make an NPC oracle that takes memories, limbs, items, years, etc in exchange for information).

Undying warlocks can reattach limbs. The spell Regenerate can also regrow limbs. Otherwise, you can't use the limb and the DM decides what that means.

I think 2nd edition had critical hit tables that included loosing limbs (including effects). For 5e, besides the obvious (no wielding 2 weapons with only 1 hand), I think it would translate to disadvantage on physical skill checks.
