For non true dragons or magical beasts, are there any templates in either 3.5 or PF that lower a creature's int? Possibly to animal level (1 or 2 Int)

The only one I found is Feral Dragon, but it only applies to true dragons

Could work. I was looking for something that didn't alter creature type though (even if a will save stops that)

Feral from Savage Species lowers int and goes to humanoids and monstrous humanoids and Mineral Warrior goes to corporeal non-undead, non-construct, non-elemental and lowers int.

Underdark has the Arachnoid Creature template, which gives -4 intelligence (and turns a creature mindless if it had 4 or less int to begin with).

Mineral Warrior (Underdark) -2 Int, no type change.

Not a template, but the Pathetic flaw (http://www.d20srd.org/srd/variant/buildingCharacters/characterFlaws.htm) reduces an ability by 2.

Half-Minotaur, Half-Ogre, Gheden, and Ka-Tainted templates are all give -2 Int

Wild racial variant - from the same article as Magic-Blooded (Spark) - gives -2 Int (not exactly template, but still...)

Savage Creature template (from the Savage Tide Adventure Path) gives -6 Int (min. 1)

Mutant (http://www.d20pfsrd.com/bestiary/monster-listings/templates/mutant-cr-1/) lowers two ability scores of your choice by 2, with the option of lowering an additional one by 4. But it changes your type to Aberration.

Third-party Primitive (http://www.d20pfsrd.com/bestiary/monster-listings/templates/primitive-template/) could also be of interest.

Underdark has the Arachnoid Creature template, which gives -4 intelligence (and turns a creature mindless if it had 4 or less int to begin with).

This is the one I'm liking the most so far. Just +1 CR and some pretty nifty abilities

I just want to make this smart-ish creature more of an animal. Nothing special

Mutant can take the mindless deformity and have no Int Score (Like how undead don't have a Con score)

You could also apply the non-elite array (8,9,10,11,12,13), put the 8 in Int, and work from there.

I often apply this array to monsters so I can tweak them without changing the CR.

Just apply a necessary amount of Int drain, it doesn't heal normally like ability damage so it's stuck that way until it gets a Restoration or similar. Feeblemind (http://www.d20srd.org/srd/spells/feeblemind.htm) can accomplish that, or Memory Rot (SC), or poison from an Immoth (MM2), the touch of a Dream Vestige (LM), etc.

Look up Uncle Kitty's Guide to Template-Based Shenanigans- it has an entire section devoted to templates that decrease a creature's INT score (remember that the red entries are third-party, though).
