As in: can someone who is staggered perform a full round action over 2 rounds? If so, where in the rules (3.5 or PF) does it say you can?

To answer the general question in the thread title:no. To answer the specific question in the post: yes.


Start/Complete Full-Round Action
The “start full-round action” standard action lets you start undertaking a full-round action, which you can complete in the following round by using another standard action. You can’t use this action to start or complete a full attack, charge, run, or withdraw.

To add to the above - while you cannot use this to split a charge across two rounds, if you are staggered in 3.5 there is a special standard action charge you can do instead.
