I'm seeing the message in the title all over the board instead of people's images.

Is there something in my settings I need to change, or are a lot of people misunderstanding how to use photobucket?

It's on Photobucket's end. They've updated their service so only the people who pay their highest tier of fees have access to third-party hosting. Many people have not changed their linked images, or paid the expensive fee, thus rendering them the Photobucket Usage Limit image.

In other words, it's on their end, not yours.

If any of your images are affected, the easiest way to fix it is to re-upload the images in question to another site. Imgur (imgur.com) seems to be the popular one nowadays, and doesn't require you to register in order to upload an image.
