Does counter spell target the wizard who casts a spell ? Or is it just within 60 feet? For example if a wizard casts globe of invulnerability, for the next minute is he unable to be counterspelled ?

Two different questions:

1) Yes, Counterspell targets someone the Counterspeller can see who is casting a spell within 60' of the Counterspeller.

2) if you're in Ottiluke's Resilient Sphere, you can cast Counterspell, however, it wouldn't do anything as spell effects cannot pass through the sphere: "Nothing -- not physical objects, energy, or other spell effects -- can pass through the barrier, in or out, though a creature in the sphere can breathe there."

It is possible to counterspell globe of invulnerability, however, spells cast within the radius are unable to be counterspelled
