So when using the Lyre of Building, is the building that is created the imagination of the player or how exactly is that factored? Could you do things like Dwarven & Elvish style buildings? Or would you think you need that specific kind of experience to do it? What's the best way to work this item?

You choose what to build, the lyre builds it, the same as 100 regular workers would. The DM sets the amount of effort and the relevant checks required. If you want to build dwarven-style structures, there's probably a Craft (masonry, stoneworking) and Knowledge (architecture and engineering) check that matches that.

I think of the lyre as providing the equivalent of relatively unskilled workers. So the planning and direction might need some knowledge checks, at least. Or advice from those who have the skills.

My DM requires someone with the requisite skills directing things to create anything other than the most simple structures. They don't have to be the one playing the Lyre, but they have to be there to direct that person. He doesn't require things like Craft: Carpentry as he assumes the lyre has those basic abilities, but he does require Knowledge:Architecture and Engineering or something similar.
