Good map drawing program?

I make a lot of maps for my campaigns, and I like them to look nice. I loved using Inkarnate before the update (how long ago was the update? I slacked off from DM stuff for quite a while, so I didn't notice when it happened), but I get quite frustrated with it in its current form. For example, the oceans are excessively water-textured and such a bright blue that a) it looks tacky and b) I can't use it for my sky island maps anymore. Also, most of the land textures seem to have gone away.

So I'm looking for a fairly elegant-looking fantasy map drawing program. Downloadable would be great, but web-based would be fine as well. Any suggestions?

Campaign Cartographer 3 looks pretty good if you're willing to shell out around 40 USD for it. Otherwise, I used GIMP to draw out my maps and such.
