What are some good long lasting Arcane spells of 3rd lvl or lower? Using it on a lvl 8 Factotum.

Well, it really depends what you want the spells to do, but off the top of my head:

1st

Appraising Touch (Spell Compendium). +10 insight bonus on Appraise checks. Lasts 1 hour/CL.

Charm Person (Core). Your best buddy just volunteered for detecting traps! And also food/potion taster! And door/chest opener!

Ghostly Tail (Races of the Dragon). Your tail hits things for you if your opponents are dumb enough to stand next to you and trigger an AoO.

Hoard Gullet (Dragon Magic). Used mostly for the ol' "hide the spellbook" trick, but there's quite a bit of room in there for a bunch of other stuff.

Mount (Core). Aside from horse-trading schemes, it's a 10' x 10' hunk of meat that can block doors/corridors, soak up attacks, provide flanking/cover, etc.

Tenser's Floating Disk (Core). Put a meatbag on it, and they can "pounce" (move + full attack), and they get a +1 attack bonus for height advantage. Check out Jowgen's guide (http://www.giantitp.com/forums/showthread.php?385848-Disciple-of-Tenser-A-Guide-to-Maximum-Tenser-s-Floating-Disk-Utility) for more absurd things to do with them.

Unseen Servant (Core). "Jeeves" is essentially an extra move + standard action every round, so long as none of those actions are direct attacks. However, you can get very creative by having it pick things up, move things around, or drop things into certain squares. Check this post (http://www.giantitp.com/forums/showsinglepost.php?p=8235936&postcount=8) for a list of things an unseen servant can do.

2nd

Alter Self (Core). Long duration, different movement modes, combat options, social engineering. A lot of utility is packed into this spell.

Create Magic Tattoo (Spell Compendium). You will need to invest some skill points into Craft (Painting) to use this spell, but it's well worth it for the selection of all-day buffs.

Obscuring Snow (Frostburn). One-half of the "Snowglobe of Murder". Unfortunately, the other half (snowsight) is treehugger-only.

3rd

Anticipate Teleportation (Spell Compendium). Very situational spell, but if you have enemies that can teleport, extremely useful!

Heart of Water (Complete Mage). Usually my third pick for 3rd level spells, right after dispel magic and haste. Buff has a decent duration, but more notably, it gives you arcane access to freedom of movement.

Primal Instinct (Dragon Magic). +5 bonus on initiative, Survival checks, and if you're dragonblooded, +5 on a Knowledge skill of your choice. Lasts 24 hours.

Servant Horde (Spell Compendium). Creates a horde of unseen servants, each of which gets its own set of actions every round.
