Because off the top of my head I know that Illumians get Speak Language.

Half-gnome is in the Dragonlance Campaign Setting IIRC and is thus licensed 3rd party, much like Dragon Magazine (for the purposes of DM approval) has two options: all skills are class skills but your max for all skills is your CC cap or any one skill is a class skill but you are punished for not keeping your ranks in that skill near max.

I am paraphrasing a bit here because I am AFB, but that is an option.

Dragonlance Campaign Setting. Fair warning half-gnome is based off of the generally bleh Dragonlance gnome. Also apologies if I am brutally misremebering: I am tired and my DnD collection is in my new house while I am at my old apartment.
