[DM Help] P6- Playing Monstrous Races

So I'm planning a monster campaign for my players, limited to CR5 and under creatures.
I was toying with the idea of using P6 rules in addition, but how do you guys think I should handle it? Should I count CR towards the P6 limit, would it severely limit balance? Should I just adjust my encounters appropriately and let them take up to 6 levels in addition to an agreed upon CR of monster? Let me know if you guys have experience with this, I could use some guidance.

If you want to count CR against the level cap, I would strongly recommend using racial levels. I can't imagine too many players would find gaining 1-2 full levels over the course of their career terribly satisfying.

I would carefully allow players to play monsters of cr<5 and less than 6 hd. Remove the hd and let them take class levels with reduced point buy to account for better racial abilities.
