How would one build her?

Videogame character like Mei and others from Overwatch, LoL or Dota are tricky because the standard template of 4 ability, most of which work on cool down/mana don't translate well into . An ice mage will be able to do any of Mei's ability, (though Cryo-Freeze might be a bit hard to replicate), but the feel will be different. Really the best way to represent the format of the game faithfully is to have each character be a vestige, but you're unlikely to find a perfect fit without being able to tweak them. Sorry I can't be more helpful, maybe someone else will have a better idea.

Well, I'd like Mei to be more central to the class than one of many vestiges.

But it's a good start!

Edit: Let's call it available by level 5 at the earliest, but with the possibility of scaling up.

If you're using Pathfinder third party material, you can use Path of War's Elemental Flux (with a focus on the cold options) plus a custom gun that deals cold damage* to more or less be Mei.

* You can use an ice-flavored version of the flamethrower (http://www.d20pfsrd.com/equipment/weapons/firearms/modern-firearms/) for this purpose, but being a technological item it can be a pain to refuel.

A mystic (http://www.d20pfsrd.com/path-of-war/classes/mystic/) could be good, since they can take a feat for self-healing, and I made the Elemental Blast (https://docs.google.com/document/d/18O_7C6sM9xnxHsH-pUrV8uI97rLWgZPhCOQx7KwafCw/edit#) feat if you want to be more of a waterbender Mei - or if you just want the gun and cryotank to be fluff than actual items. The issue is that you won't have an ice wall to put up, but that could be filled with wands of an appropriate spell. Force mystic (http://www.giantitp.com/forums/showthread.php?526531-Dreamscarred-Press-Divergent-Paths-Mystic-playtest-thread&highlight=mystic+augmented) can also work?

You could also try the psion, with a specialization in cold powers. The kineticist or shaper disciplines could work well.

Alchemist can also work if you want something less overtly magical, especially since frost (and grease) bombs can do a lot of things if you specialize in them. Not to mention the utility you can provide to your fellow party!

You can also try out a kineticist which specializes in the ice element.
