In the player's handbook, it details the cost for hiring spell services. Are there any parameters for the cost of hiring a cleric to expend turn attempts?

I would put it roughly at the cost of a level 1 spell, with the effective cleric level as the caster level.
Thie is spitballing though.
Unless the Cleric in question can reliably dust the undead in question, this isn’t likely to just be a one-and-done kind of service (at a minimum, the hiring character should be able to dispose of Turned undead). Also, unlike the casting of most downtime spells, TU is pretty much always going to bring the Cleric into a dangerous situation (unlike, say, someone casting Permanency in the comfort of their temple/tower/lab/home/business). At that point, you’re paying for more than just the turning itself—I think you’ve moved straight into hireling territory.
Kinda like Fouredged Sword said, though, there isn’t black-and-white RAW on the matter.

Well if you want to consider it a dangerous finish-the-job sort of job, you can go to the hiring mercenaries cost. For PC classes you have to go to DMG2, where it says level squared gp per day plus a half share of treasure, assuming they're lower level than the party. Turning is highly based on level so you'd want the highest level you can afford.

Is this Turn attempt happening in a safe and controlled environment, like out on the floor of the temple, or perhaps in the middle of town at noon?
Or is it supposed to happen in a dark and dangerous dungeon, with a mob of undead closing in on the Cleric's location?
Because those prices are going to differ.
