I heard this song a few months ago, and when I heard it, man it tickled something in my mind. From an anime perhaps. I've thought of it off and on since then, but never came up with anything. I want to say there's a dude or two people on some sort of flying motorcycle thing.

I know it's a long shot, but maybe some other playgrounder had the same experience, only with more experience.
