(3.5e) Looking for a specific magic item

I remember seeing an item that granted its wearer a 20% whenever they ended their movement at least 10ft away from their starting location, and that if you were also wearing a magic item that enhanced movement speed, the miss chance would increase to 50%. However, I cannot remember what the item was called, what book it was in, or what slot it took up (though I am assuming they are a feet or shoulders slot item). Can anyone help me out here?
