I am looking for a list of all the entangle and web type spells which hold an opponent or preferably group of opponents in place but does not harm them.

Google and I think differently sometime though.

The ones I can think of:

Hold Person/Hold Monster
Flesh to Stone (technically doesn't do damage)
Hypnotic Pattern
Any wall spell
Bigby's Hand
Sleep
And if you really hate someone: Imprisonment

Maybe its game styles but in the small group I DM it came up twice tonight they were missing their entangle casting Druid who was watching his kids IRL.

Ensnaring Strike (Ranger; single target, requires hitting the target).

hypnotic pattern (it might not be exactly what you're after, but it does the job)

conjure animals, if you go for crocodiles or giant octopi
plant growth kind of does it
bones of the earth, in some cases
maelstrom comes pretty close to doing it
watery sphere does it

plus all the ones mentioned above

If we're doing Paladin stuff, then Oath of Ancients has that pseudo-Entangle effect.

Command can kinda stop movement, or at least stop something from running away. Doesn't inflict any condition that affects movement, though.

Or just turn undead with undead stuck in a corner unable to move.

Fear for a similar effect - with corners.

If you want to get rid of one guy without hurting him, i humble suggest Banishment. True, you can't talk to the person in question, but they aren't going anywhere.
