Is there a metamagic feat or a prestige class that allows you to use a spell with a range of personal, as say a touch spell?

Reach Spell can turn a Touch range spell into a Ray, for a +2 level adjustment.

The Archmage PrC's "Arcane Reach" ability also does what you're looking for.

there are also some meta-magic feats to do this, but i dont remember where... maybe Com Mage?

The Archmage PrC's "Arcane Reach" ability also does what you're looking for. Actually, it doesn't. Ceridan wants to turn a personal spell into a touch spell. Arcane Reach only works on spells that are already touch spells.

The only way I know of to transfer a personal range spell is with a Ring of Spell Storing or similar device.

At 2nd level, an arcane archer gains the ability to place an area spell upon an arrow. When the arrow is fired, the spell’s area is centered on where the arrow lands, even if the spell could normally be centered only on the caster. This ability allows the archer to use the bow’s range rather than the spell’s range. It takes a standard action to cast the spell and fire the arrow. The arrow must be fired in the round the spell is cast, or the spell is wasted.

Oh, sorry about that! I misread the OP.

You could use "Imbue with Spell Ability" as a Cleric, or "Imbue Familiar with Spell Ability" as an arcane caster.

Edit: and IIRC, one of the Master Specialist options allows this as well (possibly abjuration?).

Not quite. Range: Personal is not the same as Area: ... centred on caster.
