Living City
The living city is an epic progression for a gaia disciple (http://www.giantitp.com/forums/showthread.php?475947-The-Gaia-Disciple-(Class-in-30-minutes-PEACH)), so entering it requires 20 levels in that class, and it has the same hit die and skills. It need not be the only possible epic progression, though...

One with the City (Ex/Su)
To choose this epic progression, you must give up your humanity (or elfhood, dragonhood, or so forth) and become a living city, as the name implies.

Doing this imposes the following changes: first, you no longer have a standard body. Your body is made up of a platform upon which all the city stands, granting you hardness 50 and colossal size, though your actual space is equal to a 10th of your influence range, rounding down to the nearest square, in each dimension. You, a city, have a total value of buildings and other miscellanea - seige weapons, the equipment and tools of your citizens, and so forth - as given on the table above, and the population is also given. The citizens are humans or some other LA 0 race, and have a level equal to your living city level (not including the 20 gaia disciple levels!) in any classes. If killed, a new one simply appears to take their place in 1d6 days. They will not leave the city, and if forced to do so, they will make a reasonable effort to return - if they do not return within 1d6 days, they are destroyed and replaced. Similarly, any items are replaced automatically by the efforts of the people or overt magic. You have essential control over the citizens, and they ultimately do the bidding of the city, though you might not be able to direct their every move.

You can fly with a speed of 200 ft (perfect). If you are destroyed, resurrection effects work on your "Body" as normal, but until then, you are only able to be repaired with abilities which repair objects, not creatures. You can't be targeted as a creature either and are immune to a lot of effects as though you were an object; essentially you become an intelligent item.

Fire Rain, Cold Wind and Lightning Storm (Sp)
From second level, your fire burst, cold snap and lightning strike abilitiesdeal 1d6 points of damage per level and their range is now 1600 ft + 160 ft/level. In addition, you can use the following three abilities, with the same range and damage:

Fire rain: You deal fire damage to everything within a 200-ft radius sphere.
Cold Wind: You deal cold damage to everything within a 50-ft wide by 800-ft long by 200-ft tall cuboid area.
Lightning Storm: You deal lightning damage to everything within 20 5-ft wide 5-ft long 1000-ft tall lightning strikes.

Bonus Feats
At every second level after first, and every second level after tenth, you gain any one feat that you qualify for as a bonus feat.

Ramming Speed! (Ex)
From fourth level, you may make a slam attack at the end of a charge or dive. The slam deals damage as standard, plus 1 point of damage per 100 pounds your city and its inhabitants weigh

City of Gates (Sp)
From 6th level, you can cast plane shift or greater teleport as at-will spell-like abilities, taking your inhabitants with you.

Remaking (Su)
From 8th level, your buildings and you regenerate without your followers needing to rebuild them. All objects in the city, including you and buildings, get fast healing 5.

Look on my Works, ye Mighty, and Despair! (Sp)
At 10th level, you gain the power to reject lesser works. Once per day, you may utterly destroy another city, except another living city, so long as that city is smaller than you.

Ha! I've no idea of the balance as I'm not familiar with the base gaia class, but this makes for a delightfully bizarre character concept. Do you have any special influence over your citizens? The obvious application would be to get them to assist in epic spellcasting, if not for yourself then for another party member.

Great titles for the abilities, too!

Oh, yeah, you're supposed to be able to control them. So, absolutely, epic spellcasting is a go.

As for balance, well, epic. There is no balance any more, really. You can do a bunch of damage with Ramming Speed!, or you can keep doing the things that you always do, only more of them. Or set an army of low-level wizards on people.
