Assuming 1 attack per round, what's the best strategy for getting sneak attack? Also let's assume you are not hidden nor are there any opportunities to hide. Are there feats or skills that help? Multiclass or archetypes that give a bonus? Any races that are innately better at it?

Swashbuckler rogue subclass gets sneak attack even without another ally adjacent to your target.

6 levels of Stone Sorcerer or/and Sentinel feat is also really good for getting reaction Sneak Attacks in.

Not considering Swashbuckler, you want magical weapons and Archery fighting style. There should be more than that, of course.

Kobold for Pack tactics.
Dual-Weilding for more trigger options.
Sentinel and whip for more trigger options.
Fighter dip with Tunnel Fighter for more trigger options.
Ball bearings for prone actions.
Shield Master for bonus action Shoves.

Team work is the best way to consistently get your Sneak Attack bonus.

Works at all levels and builds.

If the battlefield has enough hiding spots you can use your cunning action to hid after you attack each round.

Attack - Move - Hide is reliable if you have a high enough stealth bonus. (Note that you cannot hide if there is no where to hide)

pretty sure that it's best done with kobold. Pack tactics gives free advantage to your attacks if you have an ally next to them. that part might be hard depending on your group, it might be worth taking ritual caster or magic initiate to get find familiar, have an owl use its flyby and the help action to give you advantage.

Interestingly, pack tactics grants advantage, but the ally within 5' of your target would give you sneak attack anyways. Kobold basically duplicates it that part. But it's consistent advantage which means greater chances of Critting.

Any given attack has a chance to miss. You help guarantee sneak attack by increasing the number of dice you throw. To that end, sources of advantage or additional attack should be your priorities.

TWF on a kobold is one easy way to consistently qualify for and land sneak attack.
