There are a lot of arcane=>divine=>arcane shenanigans in 3.5, with the Alternate Source Spell, and a lot of other things that don't really matter in the face of it.

But is there a way to get the Arcane Fusion line and the Wings of _____ spells on a wizard?

Probably not what you are looking for, but Ultimate Magus (http://archive.wizards.com/default.asp?x=dnd/ex/20061010a&page=3)?

As for how to do it as a single classed Wizard...I honestly do not know.

Taking levels in the Wyrm Wizard PrC should do the trick.

This is probably a long shot, and would most likely be entirely up to the DM, but would something as simple as learning it from a scroll work?

Recaster [Races of Eberron], Wyrm Wizard [Dragon Magic], Transmuter Wizard ACF [SRD (http://www.d20srd.org/srd/variant/classes/specialistWizardVariants.htm#transmuterVariants)]. Transmuter lacks verbiage with any limits only mentioning that you can even learn prohibiten school spells, others explicitly allow any spell from any list.

Just because a Transmuter Wizard can convert, say, a Trapsmith spell into a Transmutation spell doesn't mean that he has actually added it to his spell list and can actually cast it.
