Is there a way in 3.PF to either ensure that you never roll a natural one on an attack roll (never making attack rolls doesn't count) or to gain the ability to not automatically miss on an attack roll that's a natural one?

1st party 3.PF material and Dragon Magazine material are allowed; other 3rd party and homebrew material are not.

The easiest way is a reroll ability of some kind. It's not "never" but 399/400 to avoid is decent odds.

I'd rather avoid having to use reroll abilities, if I can.

Mythic has it. Always a chance and its opposite never a chance means nat ones do not auto miss and nat 20s do not auto hit you.

Use weighted dice.
