If I were a Warlock with a dip in Chameleon (2 level dip in order to cast 2nd level spells and, in the case of Eldritch Disciple, a 3-level dip to be able to Turn Undead), would I be able to qualify for one of these two PrCs (or both, for that matter?)

I'd think so, seeing as you can use things like wildshape to qualify for feats. (Can't you?)

I'm pretty sure it says in the Chameleon class entry that it's spellcasting doesn't let it qualify for prestige classes.

Sadly, no. I had thought of doing the same thing until I re-read the text. Relevant text:

Class Features
...You can't use any abilities gained from your aptitude focus, ability boon, or mimic class feature abilities to qualify for a feat, prestige class, or other option. You can use your bonus feat to qualify for such options, but if you change the feat, you suffer the normal drawbacks for no longer meeting a prerequisite or requirement.
