so I'm playing a vampiric skeleton bard and i gave it skeletal grafting (because skeletons reattaching parts and other limbs, why not?). i couldn't find it actually existing unless it is under a different name but what would be the mechanics for it if is was already made?

Er, pleease clarify exactly what you mean by 'skeletal grafting'? It sounds like you want the Graft Flesh (Undead) feat, from Libris Mortis.

Skeleton bits would typically be Undead, from Graft Flesh (Undead) (Libris Mortis/ Fiend Folio), albeit some might qualify as Deathless, from Deathless Fleshgrafter (Magic of Eberron).

In general, rules doesn't allow more than one kind of Undead on the same creature...
Is it a Skeleton (http://www.d20srd.org/srd/monsters/skeleton.htm) of Vampire Bat (https://en.wikipedia.org/wiki/Vampire_bat)?

'Vampiric' as an adjective can simply mean 'blood-drinking', or more generally 'draining'.

a vampyric skeleton is a vampire skeleton animated....but in the case of my character it is a vampire that shed their skin down to only skeleton just to mess with people. and by skeletal grafting it means my character can attach/reattach skeleton parts such as wings, tail, horns, and/or extra arms...etc. but being a bard my character would attach multiple arms to do a one-man-band kind of thing

I can't think of a way to even achieve your starting premise (admittedly not an expert with using templates) so from my perspective you've ignored character creation rules. If your DM waved those away, why not just ask your DM to allow this too?

But even if it's don't happened, such skeleton will be useless anyway: bodies of destroyed Undead are useless for purpose of creating more Undead
So, unless you meant the "Vampire" as "Vampire Bat (https://en.wikipedia.org/wiki/Vampire_bat)", it's just don't work...

So, do you meant Vampire (http://www.d20srd.org/srd/monsters/vampire.htm) (the Undead), or Vampyre (http://www.fraternityofshadows.com/wiki/Category:Vampyre) (the Monstrous Humanoid from Ravenloft)?

I mean - yes, there is a Graft Flesh option, but it's kinda expensive, somewhat limited in scope, and description of "nonliving flesh attached to a still-living body" makes questionable possibility of attaching it to actual Undead

Maybe, you should try the Warshaper PrC?
For example, growing the "tail slap" would have "side-effect" of giving you a tail, and "wing slam" - wings...

He could add himself skeleton arms with libris mortis or fiend folio(I forgot) skeleton arm grafts before becoming a vampire.

do realize this bard is a joke character I made, it is just a skeleton with vampire teeth. point is it is a joke character ment to be fun not to take seriously...granted it has some amazingly rolled stats. the skeleton flirts with very boney people(anarexic, old, near death, undead) using skeleton puns and dark humor
