Now, a pc wants to do improved familiar, and get a fairy dragon... And has brought up this question, it casts spells as a sorcerer... He's question is, does it have Eschew materials as a hidden feat?? Does it need materials, etc... And I'm saying it just cast the spells, due to the way they were wrote... And it states it as a sorcerer, so it uses charisma as the stat, so if you want to make the DC greater, you know what to pump it up....

It's a Dragon. It has tiny hands, no reason it can't have a tiny component pouch.
Or you could let him trade a feat out.

Yes, it needs materials unless it gets the feat. You can however swap out a familiar's feats to any other feat it qualifies for (per the familiar rules), or lend it your pouch, or simply have it learn just spells without materials.
