Polymorph and Breath Weapons

So, we all' know that basic Polymorph doesn't grant breath weapon because they are supernatural unless notes otherwise.

But my player, trasmuter, didn't know. I was searching for a printed spell that isn't over 7th slot, since the campaign Will end by level 13-14 (and they are 7 right) that could make him spit his beloved fire.

If there isn't, any suggestion about how to create such a spell and make it... Not so unbalanced?

I do not think there is an out of the box solution for retaining a Breath weapon( I would love it if this were not so) with Polymorph but there are a couple of options you could look into.

Out of the top of my head I think the following 4 could work:

1. Intake an "elixer of fire breath".

2. Get the feat "Assume Supernatural ability" and then polymorph into a creature with a breath weapon.

3. Use the spell "Dragon Breath" to gain a breath weapon

4. Adapt the Druid Spell "Enhance Wild Shape" to accomodate your needs.

This is one case where Pathfinder Polymorph (http://www.d20pfsrd.com/magic/all-spells/p/polymorph/) is also actually better; it's split into spells per type (you need Greater Polymorph from level 7 or the Dragon-specific version to turn into a Dragon though) and Form of the Dragon (http://www.d20pfsrd.com/magic/all-spells/f/form-of-the-dragon-i/) explicitly grants a breath weapon and comes online on spell level 6 (improving drastically with each of the superior versions that come online on spell levels 7 and 8). That said, yeah, Assume Supernatural Ability [Savage Species] or Metamorphic Transfer (http://www.d20srd.org/srd/psionic/psionicFeats.htm#metamorphicTransfer) are your best bet though as stated by the previous poster, a spell that just grants a Dragon Breath also exists. One that both, polymorphs you and grants the breath weapon doesn't exist before Shapechange as such but again, the mentioned feats do just that.
