Ballisteer prestige class?

While looking at psionic prestige classes, I stumbled on to the Ballisteer prestige class - it seems to be from 3.0, but it's very easy to convert to 3.5 rules.

As for the class itself... it's a Psychic Warrior PrC. It loses 4 ML, but it gives a great number of class features that support ranged attacks, especially(but not limited to) thrown weapons.

Two questions: how good is it, and how would you go around making a Psychic Warrior 10/Ballisteer 10 build? This is a thought exercise, but I'm aiming for more practicality than theoretical optimization.

It combines well with cragtop archer and assassin. You can do a death shot from a mile away at level 20 with a human version of this build (http://www.giantitp.com/forums/showsinglepost.php?p=20332970&postcount=42)
