And that's not even the weird part. I played Vordakai more of a cold and calculating, playing the long game, sort of villain. So when the PCs got to him, and they figured out he was a lich (darn knowledge checks), they figured it would be easier to create a "non-aggression" pact with Vordakai. And he agreed. The PCs didn't know he didn't have a phylactery, and he wasn't really going to tell them that. So the PCs are going to claim to the storm lords they defeated him, and in return Vordakai would create some magic items for them.

This is the fun part though. The PCs also offered him a gift to show they were to be trusted, by offering to give him 20 BP. To start his own kingdom. So this is sort of what I need help with. I was going to hand-wave a lot of it away, but I figure I would at the very least need to come up with people to fill his leadership positions, since they're the most likely to come up. And I figured since I'm hand waving it away mostly, I wanted to have the leadership positions to be a bunch of undead, that he either created or recruited somehow. Some of the ideas I have so far are either like a wraith or shadow as a spymaster, Probably a death knight as a general, The spectral lyricist from libris mortis as the grand diplomat, but after that it gets kinda hard.

Any ideas on other leadership positions I can fill with other undead?

Aren't players just the weirdest bunch? I don't have any advice off hand right now (I'm on my lunch break). But I do hope you'll keep us updated. This sounds fun.

So let's take each leadership position, and twist it.

High Priest - Huecuva (http://www.d20pfsrd.com/bestiary/monster-listings/undead/huecuva/) seems appropriate. Alive, the High Priest would have led their people to greater heights of faith and morality. In death, the Huecuva drags the populace down into despair and doubt.

Magister - Lich Shade (http://www.d20pfsrd.com/bestiary/monster-listings/undead/lich-shade/). In life, the Magister is a patron of knowledge and scholarly pursuits, pushing their people towards enlightenment in progress. The Lich Shade can only steal from others, draining knowledge and putting it to base works - a complex spell is turned to simple destructive power.

Marshal - Guecubu (http://www.d20pfsrd.com/bestiary/monster-listings/undead/guecubu/). Rather than enforcing justice in the wilds and on the roads of the kingdom, the Guecubu turns the very road under travelers feet into a weapon.

Royal Assassin - The Hanged Man (http://www.d20pfsrd.com/bestiary/monster-listings/undead/hanged-man/). Rather than a twist, the Hanged Man is simply extremely appropriate as an undead executioner.

Treasurer - Gilded Devil (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/devil/devil-gilded-kp/). What? All undead gets boring. Be sure to describe how gaunt and hollow the creature appears under their finery.
