I need some help understanding how combining the spell-casting feature and pact magic work together.

All I can find is you can use spell-casting slots to cast warlock spells, and pact magic slots to cast your other class's spells.

So let's say I have a paladin 2/warlock 9.

my spell-casting via paladin is level 2.

my pact magic via warlock is level 9.

So if I use pact magic to cast a paladin spell or a warlock spell, it casts at level 9.

If I use a paladin slot to cast a paladin spell or a warlock spell, it casts a level 2.

Am I understanding correctly?

Essentially, yes. But, you can only cast your Warlock spells that are 1st level or lower, since that's the highest spell slot your Paladin would have. But, if you had Cure Wounds as a Paladin, then you could cast it with your Paladin slots, or your pact magic slots; and, would be cast as a level 5 spell (iirc) with the pact magic slots.

As a 2nd-level paladin, you have two 1st-level slots that you regain on a long rest.
As a 9th-level warlock, you have two 5th-level slots that you regain on a short rest.

You can indeed cast either class' spells with either class' slots.

The spell is cast at the level of the slot, not your level in the class.

And you can use either set of slots for Divine Smite, right?

And you can use either set of slots for Divine Smite, right? As of this errata, yes.
Paladin
Divine Smite (p. 85). You can expend any spell slot, not just a paladin spell slot. On the other hand, Crawford has said (https://twitter.com/jeremyecrawford/status/929125148589883397) that Eldritch Smite from XGtE is actually meant to use warlock spell slots.
