As the title, I'm looking for a way to increase number of rages per day without taking more than 1 barbarian level or wasting a feat.

Is there any such item?

Berserking sword (http://www.d20srd.org/srd/magicItems/cursedItems.htm#swordBerserking)?

druids get the second level spell, blood frenzy in the spell compendium. A custom magic item granting the spell 3 times a day would probably be cheap, and probably takes up a helm or brow slot.

potions would be cheaper at first, especially if you have an archivist or druid (or arguably a sorcerer) with the brew potion or craft wand feats. a sorcerer with a raven familiar could use the sorcs umd score to rage you out in the first round of combat without wasting his own actions or yours.

Yes. Mantle of Rage gives you one additional rage per day.

(I have no idea why this PDF was created, but it appears to be an official WotC document of some sort.)

Does anyone know anything about this PDF? How much official is it?

I'm not sure what it's from, but it sure appears to be hosted on the WotC official site.

Looks like it might be 3.0 material?

The falcon cloak references Polymorph Self, so that seems likely. The PDF is probably a predecessor of the later Web articles and Web enhancement addons, maybe something like a 'these items are featured in our new adventure!' teaser.
